This proposal is for accepting the Statemint to Interlay part of the XCM channel and finalising the XCM connection.
The reason we are resubmitting is due to the fact that the first referendum on parity side failed and needed to be resubmitted and executed under https://polkadot.polkassembly.io/referendum/82

Request for upgrade to 4h referendum:
I would like to make a request to fast-track this to a 4h referendum since this proposal has already been voted in referendum and has passed before.
