This proposal is for accepting the Statemint to Interlay part of the XCM channel and finalising the XCM connection.
The reason we are resubmitting is due to the fact that the [first referendum on parity side](https://polkadot.polkassembly.io/referendum/74) failed and needed to be resubmitted and executed under [https://polkadot.polkassembly.io/referendum/82](https://polkadot.polkassembly.io/referendum/82)
