Complete failed XCM transfers to HydraDX

Hi all,

Shortly after HydraDX initiated the OTC purchase of iBTC, there was an issue related to the Asset Registry that caused transfers of iBTC from Interlay to HydraDX to fail. However, these transfers failed once they got to HydraDX and not before they left Interlay. As a result, there were 4x tx that got caught in the asset trap.

This proposal will claim those assets from the asset trap and resubmit the xcm transfers in order to complete the tx and the users can receive their assets.
