Mint 1.8 iBTC for Community Distribution — Interlay Wind-Down

As Interlay's coretime expires this year and the protocol sunsets, this referendum authorises the minting of 1.8 iBTC (180,000,000 raw) into the system liquidation vault account (wd9yNSwR5jsJWJrtHcnS8Wf6D5zF2dbQhxwRuvAzg9jefbhuM).
The minted iBTC, together with all protocol-held money market reserves, will be distributed to all vINTR voters of this referendum proportionally — both aye and nay votes count. Every vINTR cast equals a proportional claim.

Share = (vINTR cast by voter ÷ total vINTR voted) × 1.8 iBTC

Community member Jose.crypto is allocated 250,000 vINTR as compensation for services during the wind-down period. Jose.crypto must post their Interlay address in the governance Discord channel to be included.
Distribution will be executed either via the team's TC account (wdB3GDoj1FcUPVzs32NWwgYiV9qwJnKd4pKQjeMXZX7eypZnb) if the team confirms, or via sequential batch call referendums (5 transfers each) as fallback.
